Celebrating the Late Honorable Dr. William Ridley Spaulding

In 1975, the first elected Ward 5 Councilmember, the Honorable Dr. William Ridley Spaulding, through legislation established the University of the District of Columbia. Dr. Spaulding, a wise and noble scholar, and a member of Alpha Phi Alpha Fraternity, Inc. believed in manly deeds, scholarship and love for all mankind. Dr. Spaulding, a descendant of a family of scholars which continues with his daughters, was an engineer, professor and public servant.

In honor of the late Honorable Dr. William Ridley Spaulding, and as your next Ward 5 Councilmember, I shall introduce legislation entitled the “Dr. William Ridley Spaulding University of the District of Columbia Tuition-Free for District Residents Act of 2023”.

The University of the District of Columbia shall become a tuition-free educational institution for the residents of the District of Columbia.
